Peter’s extensive knowledge of government, business and trade organizations provides clients with the benefit of a uniquely broad perspective.

Prior to launching Capitol Strategies Group, Peter successfully managed one of Pennsylvania’s largest lobbying firms. He also served as Vice President for Public Affairs with Glatfelter, a global manufacturer of specialty papers, Vice President for Government Affairs for Philadelphia Gas Works and as a corporate officer and Vice President of Public Affairs with Waste Management, Inc.

Peter’s extensive governmental experience includes serving as Special Assistant to the Governor of Pennsylvania and in senior positions in the Pennsylvania Department of Human Services as well as the Department of Labor and Industry. He also served as the Director of Legislation for the Mayor of Philadelphia and the Vice President for Government Affairs for the Greater Philadelphia Chamber of Commerce. He has consulted for numerous national, state and local political campaigns and political parties.

He has served on the boards and committees of numerous national, regional and local professional, business and trade associations, including the Public Affairs Council, American Gas Association, American Forest and Paper Association, Pennsylvania Chamber of Business and Industry, Pennsylvania Business Roundtable, Eckerd College Parent Council, and is a member of the Pennsylvania Society.


Ron has had many years of experience with local, state and federal government agencies and national financial markets. He possesses exceptional experience in a range of significant areas, including government finance and management, project management and financing, healthcare and insurance, complex procurement and contracting efforts, human services and health care organization and delivery, economic development, government operations, grants and government-assisted financing, and legislative/regulatory matters.

Ron was the first Executive Director of the Pennsylvania Intergovernmental Cooperation Authority, the state-established fiscal oversight agency for the City of Philadelphia. Prior to assuming that post, he served as a senior official for other state agencies, a public finance investment banker and counsel to governments, corporations and underwriting firms. He was the first Chief Counsel to the Philadelphia Regional Port Authority, Special Counsel and Assistant to the Lieutenant Governor of Pennsylvania, and Assistant Attorney General and Counsel to what is now the Pennsylvania Department of Community and Economic Development.

He has served as a member and vice chairman of the Board of Governors of the Pennsylvania State System of Higher Education, and also as a Commissioner of the Delaware Valley Regional Planning Commission. He was a trustee and chairman of Citizens Diplomacy International of Philadelphia, chair of the Committee on Local Government Organization and Management of the American Bar Association, and he has been an active participant in the work of many other committees and task forces.


Bill offers clients the benefit of broad experience as they plan and execute communications and public affairs programs and address sensitive issues.

Bill was for nearly a decade the lead communications officer of Waste Management, Inc., where he oversaw domestic and international communications programs. His responsibilities included external and internal communications, financial communications, issues management, and corporate advertising. Earlier, he helped establish the corporate communications and investor relations function at Tribune Company, one of the nation’s leading newspaper, broadcasting and new media companies. He began his career as an editor and writer at the Chicago Tribune, serving in a variety of editorial assignments.

Bill is an experienced manager in public affairs, media relations, crisis and issues management, community relations, employee communications, advertising and branding, and financial communications. He has counseled clients on a range of important matters, and he has served as point person and spokesperson on issues that affected corporate relationships with host communities, customers, federal, local and foreign governments, shareholders, and the media.

His background includes dealing with environmental issues and regulatory compliance; strategic planning for siting and permitting efforts; land-use strategies; and crisis management including responding to situations involving accidental death, fires and explosions, and food recalls. He has helped clients respond to workplace and labor issues, including strikes, litigation for discrimination and sexual harassment, and activist protests.

Bill serves both corporate and governmental clients. His ability to work with and counsel managements and his understanding of the interconnections among stakeholders in politics, government, corporations, communities and the media help clients to successfully advance their goals and objectives.
